New EEXI and CCI regulations

It is now mandatory for all ships to calculate their attained Energy Efficiency Existing Ship Index (EEXI), to measure their energy efficiency, and to start collecting data to report their annual operational Carbon Intensity Indicator (CII) and CII rating.

EEXI 

EEXI compliance will be verified at the first periodical IAPP survey completed on or after 1 January 2023 for vessels covered by EEXI requirements. The checks will cover both statutory scope, where DNV acts on behalf of the flag state administration and class scope according to DNV Rules for Classification of Ships.

Once verified a new IEEC will be issued and DNV is advising customers that the verification of the Ship Energy Efficiency Management Plan (SEEMP) kept on board is a pre-requisite for the new IEEC.

The EEXI Technical File and OMM must be approved and any mitigating actions carried out by the time of the first periodical survey for the IAPP Certificate.

SEEMP and CII

The SEEMP now comprises three parts:

• Part I: Ship management plan to improve energy efficiency
• Part II: Ship fuel oil consumption data collection plan
• Part III: Ship operational carbon intensity plan

The newest addition, SEEMP Part III, is a mandatory, ship-specific document that describes the plan to improve the vessel’s CII rating for the next three years. Initial revision of SEEMP Part III must be verified and kept on board from 1 January 2023, together with the corresponding Confirmation of Compliance.

An attained CII will be calculated for the first time for any applicable vessel starting from 2024 based on DCS data for the 2023 reporting period.
