New tools to streamline EU ETS

The cooperation, which began in mid-2025, aims to standardise processes for emissions data management, cost allocation and regulatory reporting across a diverse mix of vessel ownership structures and charter arrangements. 

For large third-party ship managers, the introduction of EU ETS and FuelEU Maritime has created additional administrative complexity, particularly in aligning commercial agreements with verified emissions data and cost responsibilities. Anglo-Eastern said it required a digital framework to ensure consistency and auditability across its operations.

OceanScore’s Compliance Manager platform is being deployed to support SHIPMAN-aligned cost allocation, emissions tracking, verification workflows and invoicing processes within a single integrated system.

“EU ETS compliance involves more than emissions calculations alone,” said Torbjorn Dimblad, chief information officer at Anglo-Eastern. “Our objective was to put in place processes that are consistent, transparent and scalable across fleets and stakeholders.”

OceanScore said its role is to bridge regulatory frameworks with operational realities. “Time zones, chartering practices and commercial structures all influence how compliance is managed in practice,” said Leo Grayson, head of APAC at OceanScore.

“Our role is to support clients in navigating those practical interfaces between regulation and operations.”

The companies emphasised that transparency and structured workflows are central to ensuring compliance as requirements evolve.

“Having defined processes and reliable data flows is essential when managing compliance across large and varied fleets,” said Albrecht Grell, managing director of OceanScore.

Since implementation began in June 2025, the project has focused on system integration, data alignment and operational onboarding across Anglo-Eastern teams. The collaboration has also relied on distributed support across regions to address implementation challenges in real time.

“As implementation progressed, access to specialist support and the ability to resolve issues across time zones has been important,” said Capt. Mrugeshkumar Balasubramanian, Carbon Services Manager at Anglo-Eastern.

Both companies are now developing additional forecasting tools and system enhancements to prepare for expanding EU ETS coverage and emerging schemes such as the UK Emissions Trading System.
