Joint Concentrated Inspection Campaign

The CIC, which will be held for three months, will focus on the safety of propulsion and auxiliary machinery. In particular, it will cover the working order and maintenance of the main engines, auxiliary engines, auxiliary equipment and related alarm systems.

Port State Control Officers (PSCOs) will use a list of 12 selected items to verify critical areas for the propulsion and auxiliary machinery installations. Some of these are related to documentation, main and auxiliary equipment, crew familiarisation and operational controls.

For this purpose, PSCOs will apply a questionnaire listing a number of items to be covered during the CIC.

When faults are found, the Port State will either record the fault and instruct the master to rectify it within a certain period, or detain the ship until serious faults have been rectified.

It is expected that the Paris and Tokyo MoUs will carry out around 10,000 inspections during the CIC, which will start on 1 September 2013 and will end on 30 November 2013.

The results will be analysed and findings will be presented to the governing bodies of the MoUs for submission to the International Maritime Organisation (IMO).
