DNV guidance on maintaining LSA equipment
IMO Resolution MSC.402(96) has been in force since 1 January 2020, establishing a documented standard for the maintenance, thorough examination, operational testing, overhaul and repair of lifeboats, rescue boats, launching appliances and release gear. However, DNV believes there are inconsistencies in the adoption of the requirements and is making its own recommendations on how LSA equipment users can be compliant.
The classification society is advising that annual and five-yearly checks on LSA equipment should be undertaken by the original manufacturer or an authorised/approved service provider.
Any company undertaking the servicing should employ technicians certified by either the original manufacturer or the company itself for the make and type of equipment on board. An approved service supplier can certify only their own personnel unless the flag administration accepts otherwise.
DNV has seen cases where the servicing has been undertaken by an unauthorised service provider, but the paperwork has been issued by another authorised provider. DNV advises that this is not acceptable, nor is it acceptable for an authorised company merely to provide training to personnel from an unauthorised company who then service the equipment.
DNV emphasises that any flag-specific interpretation that differs from DNV’s shall prevail.
