Paris MoU announces new target lists

According to secretary-general Richard Scheferli, the white, grey and black lists present a full spectrum, from quality flags to flags that are considered high or very high risk. It is based on the total number of inspections and detentions over a three-year rolling period, and applies only to flag states with at least 30 inspections carried out in that period. This accounts for a total of 75 flag states: 46 on the white list, 19 on the grey list, and 10 on the black list.

France is top flag state on the white list, while Kazakhstan, Saudi Arabia and Switzerland have moved up from grey to white. The poorest performing flag is the United Republic of Tanzania followed by Honduras, Dominica, and Togo. Mr Schiferli says that when targeting ships for inspection the flag’s ranking is taken into account, and ships from states on the grey or black lists are liable to be banned from the Paris MoU region after multiple detentions.

As far as Recognized Organizations (ROs), which are organisations delegated with statutory responsibilities by flag states, are concerned, Lloyd’s Register was the best perfomer, followed by American Bureau of Shipping (ABS) and DNV. Worst were Inspeccion y Clasificacion Maritima (INCLAMAR), Bulgarian Register of Shipping and Universal Shipping Bureau.
